I really think that our system shouldn't allow accounts/members who are suspended because of an outstanding balance to create a new account. We have experienced issues where a member with an outstanding balance has created a new account, using a promo code and has successfully managed to take a vehicle and not return it. This has also meant that they now have 2 large outstanding balances. It would be a lot easier if this option was not available when they log into their account.
